Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs, one at a time, then stir in the vanilla extract and instant coffee granules.

Gradually mix in the dry ingredients, alternating with the milk. Begin and end with the dry ingredients.

Divide the batter evenly among the prepared cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cupcakes cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.

For the frosting, cream together the softened butter and powdered sugar until smooth. Add the cocoa powder, instant coffee granules, milk, and vanilla extract. Beat until light and fluffy.
