Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef, onion, and garlic over medium heat until the beef is browned and the onion is tender. Drain any excess grease.

Stir in the tomato sauce, oregano, salt, and black pepper. Simmer for 5 minutes.

Cook the elbow macaroni according to the package instructions. Drain.

In a greased casserole dish, layer half of the cooked macaroni, followed by half of the ground beef mixture. Repeat the layers.

Sprinkle the shredded cheddar cheese on top.

In a small bowl, combine the bread crumbs and melted butter. Sprinkle the bread crumb mixture over the cheese.

Bake in the preheated oven for 25-30 minutes, or until the casserole is hot and bubbly.
