Cut the top off the garlic bulb to expose the cloves. Drizzle with olive oil and wrap in aluminum foil. Roast in the oven for 30 minutes.

Meanwhile, peel and cut the potatoes into chunks. Place them in a large pot and cover with cold water. Bring to a boil and cook until the potatoes are fork-tender.

Drain the potatoes and return them to the pot. Add the roasted garlic cloves, butter, rosemary, milk, salt, and black pepper. Mash until smooth and creamy.
