Preheat the oven to 375°F (190°C).

In a large bowl, combine the oat bran, whole wheat flour, baking powder, cinnamon, and salt.

In a separate bowl, whisk together the milk, honey, egg, and vegetable oil.

Pour the wet ingredients into the dry ingredients and stir until just combined.

Fold in the raisins.

Spoon the batter into a greased muffin tin, filling each cup about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.

Allow the muffins to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
