  2. In a small bowl, dissolve the instant coffee powder in hot water and set aside.
  3. In a large mixing bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  4. In a separate bowl, beat the egg and sugar until well combined. Add in the coffee mixture, milk, vegetable oil, and vanilla extract. Mix well.
  5. Gradually add the wet ingredients to the dry ingredients and stir until just combined. Fold in the chocolate chips.
