Preheat the oven to 350°F (175°C) and line a muffin tin with paper liners.

In a large bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate bowl, beat the egg and sugar until well combined. Add the Greek yogurt, milk, vegetable oil, and vanilla extract. Mix until smooth.

Gradually add the wet ingredients to the dry ingredients, stirring until just combined. Fold in the chocolate chips.

Divide the batter evenly among the muffin cups.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.

Remove from the oven and let the muffins cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
