Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

In a separate bowl, beat the eggs, milk, vegetable oil, and lemon zest.

Pour the wet ingredients into the dry ingredients and stir until just combined.

Gently fold in the blueberries.

In a small bowl, mix together the brown sugar, flour, and cold butter to make the streusel topping.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Sprinkle the streusel topping evenly over the muffins.
