Preheat the oven to 350°F (175°C).

In a medium bowl, combine the graham cracker crumbs and melted butter. Press the mixture into the bottom of a greased 9x9-inch baking pan.

In a separate bowl, whisk together the sweetened condensed milk, lemon juice, lemon zest, all-purpose flour, baking powder, and salt until well combined. Pour the mixture over the crust.

Sprinkle the shredded coconut evenly over the top.

Bake for 30-35 minutes, or until the edges are golden brown and the center is set.

Remove from the oven and let cool for 1 hour.

Dust with powdered sugar before serving.
