Beat in the eggs, one at a time, followed by the lemon zest, lime zest, lemon juice, lime juice, and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk, beginning and ending with the dry ingredients.

Divide the batter evenly among the prepared cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar, lemon juice, and lime juice until smooth.
