Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking dish.

In a medium bowl, combine the flour, powdered sugar, and salt. Cut in the butter until the mixture resembles coarse crumbs.

Press the mixture into the prepared baking dish to form a crust.

Bake in the preheated oven for 20 minutes, or until lightly golden.

In another bowl, whisk together the granulated sugar, lemon zest, lemon juice, eggs, baking powder, and salt until well combined.

Pour the lemon mixture over the baked crust.

Return to the oven and bake for an additional 25 minutes, or until set.

Remove from the oven and let cool in the baking dish on a wire rack.

Once cooled, refrigerate for at least 1 hour before cutting into bars.
