Cook the barley according to package instructions.

In a large skillet, melt the butter over medium heat. Add the onion and garlic, and cook until softened.

Add the shiitake mushrooms and cook until they release their moisture.

Stir in the cooked barley, lemon zest, chives, hazelnuts, vegetable broth, salt, and black pepper. Cook for a few minutes until everything is well combined.
