Wash the rice and soak it in water for 30 minutes.

Drain the water from the rice.

In a large pan, bring the milk to a boil.

Add the soaked rice to the boiling milk and cook on low heat, stirring occasionally.

After 15 minutes, add sugar and cardamom powder to the pan and mix well.

Cook for another 10 minutes until the rice is fully cooked and the kheer has thickened.

Remove from heat and let it cool for a while.

Garnish with almonds, pistachios, saffron strands, and raisins.

Refrigerate for at least 1 hour before serving.
