Wash the basmati rice and soak it in water for 30 minutes. Drain the water.

In a large saucepan, bring the milk to a boil.

Add the soaked and drained rice to the boiling milk. Cook on low heat, stirring occasionally, until the rice is cooked and the mixture thickens.

Add sugar, cardamom powder, saffron strands, and foxnuts. Mix well and simmer for another 5 minutes.

Remove from heat and let it cool for a few minutes.

Stir in the screwpine water (kewra) and mix well.

Transfer the kheer to serving bowls and garnish with sliced almonds, chopped pistachios, and dried rose petals.

Refrigerate for at least 1 hour before serving. Serve chilled.
