Preheat the oven to 375°F (190°C). Grease a jumbo muffin tin or line with paper liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the softened butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract, lemon zest, and lemon juice.

Gradually mix in the dry ingredients, alternating with the sour cream, beginning and ending with the dry ingredients.

In a small bowl, combine the streusel topping ingredients: flour, granulated sugar, melted butter, and ground cinnamon.

Fill each muffin cup halfway with the batter. Sprinkle the streusel topping evenly over the batter.

Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean.

Allow the muffins to cool in the tin for 10 minutes, then transfer to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar, lemon juice, and milk to make the glaze. Drizzle the glaze over the cooled muffins.
