In a mixing bowl, combine all-purpose flour, rice flour, sugar, cardamom powder, baking powder, and salt.

Gradually add water and mix well to form a smooth batter.

Heat oil in a deep pan or kadai.

Dip each jubilee in the batter and gently drop it into the hot oil.

Fry until golden brown and crispy.

Remove from oil and drain excess oil on a paper towel.
