Preheat the oven to 350°F (175°C).

In a large bowl, mix together the corn kernels, jalapeno peppers, cheddar cheese, cream cheese, sour cream, eggs, all-purpose flour, baking powder, salt, black pepper, green onions, and cilantro.

Pour the mixture into a greased casserole dish.

Bake for 45 minutes, or until the top is golden brown and the casserole is set.
