Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract and lemon zest.

In a separate bowl, whisk together the flour, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Roll the dough into small balls and place them on a baking sheet lined with parchment paper. Flatten each ball slightly with the palm of your hand.
