  1. Preheat the oven to 350°F (175°C). In a large bowl, cream together the butter, brown sugar, and granulated sugar until smooth.
  2. Beat in the egg, then stir in the canned pumpkin and vanilla extract.
  3. In a separate bowl, whisk together the all-purpose flour, baking powder, baking soda, salt, ground cinnamon, and ground nutmeg.
  4. Gradually add the dry ingredients to the wet ingredients and mix until just combined.
  5. Drop rounded tablespoons of dough onto ungreased baking sheets. Flatten each cookie slightly with the back of a spoon.
  6. Bake for 10-12 minutes, or until lightly browned around the edges.
  7. Remove from the oven and allow the cookies to cool on the baking sheets for 5 minutes. Transfer to a wire rack to cool completely.
  8. In a small bowl, whisk together the powdered sugar and milk to make the icing.
  9. Drizzle the icing over the cooled cookies.
  10. Let the icing set before serving.
