  2. In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.
  3. In a separate large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.
  4. Beat in the egg, vanilla extract, and milk until well combined.
  5. Gradually add the dry ingredients to the wet ingredients and mix until just combined.
  6. Scoop tablespoon-sized portions of dough onto the prepared baking sheet, spacing them about 2 inches apart.
  7. Bake for 8-10 minutes, or until the edges are set but the centers are still slightly soft.
  8. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
  9. In a small bowl, whisk together the powdered sugar and vegetable shortening to make the filling.
  10. Once the cookies are completely cooled, spread a dollop of filling onto the flat side of one cookie and sandwich it with another cookie.
  11. Repeat with the remaining cookies and filling.
