In a large skillet, melt the butter over medium heat. Add the vermicelli and cook until golden brown, stirring frequently.

Stir in the chicken broth, dried parsley, garlic powder, onion powder, salt, and black pepper.

Bring the mixture to a boil, then reduce the heat to low and cover the skillet. Simmer for 20 minutes or until the rice is cooked and the liquid is absorbed.
