In a mixing bowl, combine the flour, yeast, sugar, and salt.

Add the butter, egg, milk, and water to the dry ingredients. Mix well until a soft dough forms.

Knead the dough on a lightly floured surface for about 5 minutes, or until smooth and elastic.

Place the dough in a greased bowl, cover with a clean kitchen towel, and let it rise in a warm place for about 1 hour, or until doubled in size.

Punch down the dough and divide it into 12 equal portions. Shape each portion into a ball and place them in a greased baking dish.

Cover the rolls with a clean kitchen towel and let them rise for another 30 minutes.

Preheat the oven to 375°F (190°C).
