Preheat the oven to 400°F (200°C) and line a baking sheet with parchment paper.

In a large mixing bowl, whisk together the flour, sugar, baking powder, and salt.

Cut the cold butter into small cubes and add them to the flour mixture. Use your fingers or a pastry cutter to cut the butter into the flour until it resembles coarse crumbs.

Stir in the chopped hazelnuts and chocolate chips.

In a separate bowl, whisk together the milk, vanilla extract, and egg. Pour the wet mixture into the dry ingredients and stir until just combined.

Transfer the dough onto a lightly floured surface and gently knead it a few times to bring it together. Shape the dough into a circle about 1 inch thick.

Cut the dough into 8 wedges and place them onto the prepared baking sheet.
