While the brownies are baking, prepare the fudge topping by combining the semi-sweet chocolate chips and sweetened condensed milk in a microwave-safe bowl. Microwave in 30-second intervals, stirring until smooth.

Pour the fudge topping over the brownies, spreading it evenly.
