Preheat the oven to 375°F (190°C). Cook the elbow macaroni according to the package instructions, then drain and set aside.

In a large saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes until it forms a paste. Gradually whisk in the milk until smooth.

Add the Fontina, Gruyere, and white cheddar cheeses to the saucepan, stirring until melted and smooth. Stir in the Dijon mustard, salt, and black pepper.

Add the cooked macaroni to the cheese sauce, stirring until well coated. Transfer the mixture to a greased baking dish.

In a small bowl, combine the Panko breadcrumbs, Parmesan cheese, and parsley. Sprinkle the breadcrumb mixture over the macaroni and cheese.
