Preheat the oven to 350°F (175°C).

Steam the broccoli until tender, then drain and set aside.

In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Gradually whisk in the milk until smooth. Cook, stirring constantly, until the mixture thickens.

Remove from heat and stir in the grated cheddar cheese until melted. Season with salt and pepper.
