In a large bowl, combine the flour, sugar, baking powder, baking soda, salt, cinnamon, and nutmeg.

In another bowl, mix together the carrots, oil, eggs, and vanilla extract.

Gradually add the dry ingredients to the carrot mixture and mix until well combined.

Stir in the walnuts.

Pour the batter into the prepared baking pan and smooth the top.

Bake for 35-40 minutes or until a toothpick inserted into the center comes out clean.

In a separate bowl, beat together the cream cheese, butter, powdered sugar, and vanilla extract until smooth and creamy.
