  1. Preheat the oven to 350°F (175°C).
  2. In a large bowl, whisk together the flour, sugar, baking powder, and salt.
  3. Add the butter, milk, eggs, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Fill cupcake liners with the batter, about 2/3 full.
  5. Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  6. Remove from the oven and let the cupcakes cool for 5 minutes in the pan.
  7. Transfer the cupcakes to a wire rack to cool completely.
  8. Once cooled, use a knife or cupcake corer to remove a small portion from the center of each cupcake.
  9. Fill the holes with milk caramel.
  10. Dust the cupcakes with powdered sugar before serving.
