  2. Peel and thinly slice the potatoes.
  3. Melt butter in a saucepan over medium heat. Stir in flour and cook for 1 minute.
  4. Gradually whisk in milk and heavy cream. Cook until thickened.
  5. Stir in cheddar cheese, salt, black pepper, garlic powder, and fresh thyme.
  6. Layer half of the sliced potatoes in a greased baking dish. Pour half of the cheese sauce over the potatoes.
  7. Repeat with the remaining potatoes and cheese sauce.
  8. Sprinkle parmesan cheese on top.
  9. Cover with foil and bake for 45 minutes.
  10. Remove foil and bake for an additional 15-20 minutes until golden brown.
  11. Let it rest for 10 minutes before serving.
  12. Garnish with parsley.
