Preheat the oven to 400°F (200°C).

In a saucepan, bring water and butter to a boil.

Remove from heat and stir in flour until the mixture forms a ball.

Transfer the mixture to a mixing bowl and let it cool for 5 minutes.

Add eggs, one at a time, beating well after each addition.

Drop rounded tablespoons of dough onto a baking sheet.

Bake for 20-25 minutes or until golden brown.

Remove from the oven and let the puffs cool.

In a separate bowl, whip the cream, powdered sugar, and vanilla extract until stiff peaks form.

Cut the puffs in half horizontally and fill each with a spoonful of whipped cream.

Place the top halves back on and dust with powdered sugar.
