  1. Preheat the oven to 375°F (190°C).
  2. In a medium saucepan, combine the cranberries, granulated sugar, and 1/4 cup of water. Cook over medium heat until the cranberries burst and the mixture thickens slightly, about 10 minutes.
  3. In a separate bowl, whisk together the flour, baking powder, and salt.
  4. In a small saucepan, melt the butter over low heat. Remove from the heat and stir in the milk, vanilla extract, and orange zest.
  5. Pour the wet ingredients into the dry ingredients and stir until just combined.
  6. Spread the batter evenly into a greased baking dish.
  7. In a small bowl, mix together the brown sugar and cornstarch. Sprinkle this mixture over the batter.
  8. Spoon the cranberry mixture over the batter.
  9. Carefully pour the boiling water over the top.
  10. Bake for 35-40 minutes, or until the top is golden brown and the cobbler is bubbling.
  11. Remove from the oven and let it rest for 10 minutes before serving.
