Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Dissolve the instant coffee granules in the milk. Add the coffee mixture to the butter mixture and mix well.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Divide the batter evenly among the cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

In a small bowl, whisk together the powdered sugar and hot water until smooth. Drizzle the glaze over the cooled cupcakes.
