  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In another bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until well combined.
  5. Stir in the boiling water until the batter is smooth. Pour the batter evenly into the prepared pans.
  6. Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean. Remove from the oven and let cool in the pans for 10 minutes. Then transfer the cakes to a wire rack to cool completely.
  7. In a microwave-safe bowl, melt the semi-sweet chocolate. In a separate bowl, whip the heavy cream, powdered sugar, and vanilla extract until stiff peaks form.
  8. Spread the melted chocolate over one cake layer. Top with whipped cream and place the second cake layer on top. Frost the entire cake with the remaining whipped cream.
