In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.

Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips.

Chill the dough in the refrigerator for 30 minutes.

Roll the chilled dough into tablespoon-sized balls, then roll each ball in cinnamon sugar to coat.

Place the coated dough balls onto a baking sheet lined with parchment paper, spacing them about 2 inches apart.

Bake for 10-12 minutes, or until the edges are set and the centers are slightly soft.
