Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.

In a separate large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Fill each cupcake liner about two-thirds full with the batter. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.

While the cupcakes are cooling, prepare the peanut butter frosting. In a bowl, beat together the peanut butter, powdered sugar, and milk until smooth and creamy.

Once the cupcakes have cooled completely, frost them with the peanut butter frosting. Sprinkle mini chocolate chips and chopped peanut butter cups on top.
