Preheat the oven to 350°F (175°C) and grease a 9x9-inch baking pan.

In a large bowl, crush 10 Oreo cookies into coarse crumbs.

In a separate bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add the buttermilk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Mix until well combined.

Gradually add the hot water to the batter and mix until smooth.

Fold in the crushed Oreo cookies.

Pour the batter into the prepared baking pan and smooth the top.

Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let it cool in the pan for 10 minutes.

Transfer the cake to a wire rack and let it cool completely.

Once cooled, spread whipped cream over the top of the cake.
