Preheat the oven to 350°F (175°C) and grease a Bundt pan.

In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add the buttermilk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Mix until well combined.

Stir in the boiling water and mix until the batter is smooth.

Pour half of the batter into the greased Bundt pan.

Sprinkle the chocolate chips evenly over the batter.

Pour the remaining batter over the chocolate chips.

Bake in the preheated oven for 40-45 minutes, or until a toothpick inserted into the cake comes out clean.
