Melt the dark chocolate in a heatproof bowl over simmering water.

In a saucepan, toast the fennel seeds over medium heat until fragrant. Remove from heat and crush the seeds using a mortar and pestle.

In a separate saucepan, heat the milk over medium heat until steaming. Add the crushed fennel seeds and let steep for 10 minutes.

In a bowl, whisk together the sugar and cornstarch. Gradually whisk in the fennel-infused milk.

Place the saucepan over medium heat and cook, stirring constantly, until the mixture thickens and comes to a boil. Remove from heat and stir in the melted chocolate and vanilla extract.

Divide the pudding mixture into serving dishes and let cool to room temperature.
