  1. Preheat the oven to 400°F (200°C) and line a baking sheet with parchment paper.
  2. Roll out the puff pastry sheet and cut it into rectangles. Place the rectangles on the prepared baking sheet.
  3. Bake the puff pastry rectangles for 20-25 minutes, or until golden brown. Remove from the oven and let them cool.
  4. In a saucepan, heat the milk over medium heat until it starts to simmer.
  5. In a mixing bowl, whisk together the eggs, granulated sugar, and all-purpose flour until well combined.
  6. Slowly pour the hot milk into the egg mixture, whisking constantly.
  7. Return the mixture to the saucepan and cook over medium heat, stirring constantly, until it thickens.
  8. Remove from heat and stir in the unsalted butter and vanilla extract until smooth.
  9. Transfer the pastry cream to a bowl and cover it with plastic wrap, pressing the wrap directly onto the surface to prevent a skin from forming. Let it cool for 30 minutes.
  10. Once the pastry cream has cooled, cut the puff pastry rectangles in half horizontally.
  11. Spoon the pastry cream into a piping bag fitted with a round tip.
  12. Pipe the cream onto the bottom half of each puff pastry rectangle.
  13. In a microwave-safe bowl, melt the semi-sweet chocolate in 30-second intervals, stirring in between until smooth.
  14. Dip the top half of each filled puff pastry rectangle into the melted chocolate.
  15. Place the chocolate-dipped eclairs on a wire rack to allow the chocolate to set.
  16. In a mixing bowl, whip the heavy cream and powdered sugar until stiff peaks form.
  17. Transfer the whipped cream to a piping bag fitted with a star tip.
  18. Pipe the whipped cream onto the chocolate-dipped half of each eclair.
  19. Place the top half of each eclair on top of the whipped cream.
  20. Dust the eclairs with powdered sugar before serving.
