Preheat the oven to 350°F (175°C).

In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.

Gradually add the hot water while mixing the batter.

Line a cupcake pan with paper liners and fill each liner about two-thirds full with the batter.

Bake in the preheated oven for 18-20 minutes or until a toothpick inserted into the center of a cupcake comes out clean.

Remove the cupcakes from the oven and let them cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.

Once cooled, frost the cupcakes with your favorite frosting. Enjoy!
