  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the softened butter and granulated sugar until light and fluffy. Beat in the egg and vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, mixing well after each addition.
  5. Roll the dough into 1-inch balls and place them on the prepared baking sheet. Press a maraschino cherry into the center of each ball.
  6. In a small saucepan, melt the chocolate chips and sweetened condensed milk over low heat, stirring until smooth.
  7. Spoon a small amount of the chocolate mixture over each cherry, covering it completely.
