  1. Preheat the oven to 325°F (165°C) and line a cupcake pan with paper liners.
  2. In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, and salt.
  3. Add the vegetable oil, egg yolks, water, and vanilla extract to the dry ingredients. Mix until well combined.
  4. In a separate bowl, beat the egg whites and cream of tartar until soft peaks form. Gradually add the sugar and continue beating until stiff peaks form.
  5. Gently fold the egg white mixture into the batter until fully incorporated.
  6. Divide the batter evenly among the cupcake liners, filling each about 3/4 full.
  7. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let the cupcakes cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  9. Once cooled, top each cupcake with whipped cream and sprinkle with chocolate shavings.
