  1. Preheat the oven to 350°F (175°C). Line baking sheets with parchment paper.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, beat the butter, granulated sugar, and brown sugar until light and fluffy. Add the egg and vanilla extract, and beat until well combined.
  4. Gradually add the flour mixture to the butter mixture, alternating with the milk. Mix until just combined.
  5. Drop rounded tablespoons of batter onto the prepared baking sheets, spacing them about 2 inches apart.
  6. Bake for 10-12 minutes, or until the tops spring back when lightly touched. Remove from the oven and let cool completely.
  7. In a medium bowl, beat the peanut butter, confectioners' sugar, milk, and vanilla extract until smooth.
  8. Spread a dollop of the peanut butter filling onto the flat side of half of the cookies. Top with the remaining cookies, flat side down, to create sandwiches.
  9. Allow the whoopie pies to rest for 30 minutes before serving.
