Preheat the oven to 350°F (175°C).

Steam the broccoli until tender.

In a saucepan, melt the butter over medium heat. Stir in the flour until smooth. Gradually whisk in the milk. Cook and stir until thickened.

Remove the saucepan from the heat. Stir in the cheddar cheese until melted. Season with salt and pepper.

Place the steamed broccoli in a baking dish. Pour the cheese sauce over the broccoli.

In a small bowl, mix the bread crumbs with melted butter. Sprinkle the bread crumb mixture over the cheese sauce.

Bake in the preheated oven for 25-30 minutes, or until the top is golden and the casserole is bubbly.
