  1. Preheat the oven to 350°F (175°C).
  2. Bring a large pot of water to a boil. Carefully separate the cabbage leaves and blanch them in the boiling water for 2-3 minutes. Remove and set aside.
  3. In a skillet, heat olive oil over medium heat. Add onion, garlic, carrot, and bell pepper. Cook until vegetables are tender.
  4. In a bowl, combine cooked vegetables, rice, salt, black pepper, and paprika. Mix well.
  5. Place a cabbage leaf on a flat surface and spoon some of the rice mixture onto the center. Fold the sides of the leaf over the filling and roll it up tightly.
  6. Place the cabbage rolls seam-side down in a baking dish. Pour tomato sauce and vegetable broth over the rolls.
  7. Cover the baking dish with foil and bake for 45 minutes.
  8. Remove the foil and bake for an additional 10-15 minutes, or until the cabbage rolls are cooked through.
  9. Let the cabbage rolls rest for 10 minutes before serving. Garnish with fresh dill.
