Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy.

Beat in the eggs, one at a time, followed by the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk, beginning and ending with the dry ingredients.

Fold in the butterscotch chips.

Divide the batter evenly among the cupcake liners, filling each about 2/3 full.

Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cupcakes cool in the tin for 5 minutes, then transfer them to a wire rack to cool completely.

In a separate bowl, beat together the cream cheese, powdered sugar, vanilla extract, and milk until smooth and creamy.
