Preheat the oven to 350°F (175°C) and grease a 9-inch round cake pan.

In a mixing bowl, whisk together the flour, baking powder, and salt.

In a separate bowl, cream together the melted butter and granulated sugar. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

In a small saucepan, heat the butterscotch chips and milk over low heat, stirring until melted and smooth.

Pour half of the cake batter into the prepared pan. Drizzle half of the butterscotch mixture and half of the chocolate mixture over the batter. Use a knife to swirl the mixtures into the batter.

Repeat with the remaining batter, butterscotch mixture, and chocolate mixture.

Bake for 35-40 minutes or until a toothpick inserted into the center comes out clean.
