Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

Add the butter, milk, eggs, and vanilla extract to the dry ingredients. Mix until well combined.

Crush the Butterfinger candy bars and fold them into the batter.

Divide the batter evenly among the cupcake liners.

Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.

Remove the cupcakes from the oven and let them cool completely.

In a separate bowl, beat the cream cheese, powdered sugar, and whipping cream until smooth and creamy.
