Gradually add the wet ingredients to the dry ingredients, whisking until smooth.

Let the batter rest for 30 minutes.

Heat a non-stick skillet over medium heat and melt the butter.

Pour 1/4 cup of batter onto the skillet for each blini.

Cook for 2-3 minutes on each side, until golden brown.

Remove from the skillet and repeat with the remaining batter.

Serve the blinis topped with a dollop of sour cream, a slice of smoked salmon, and a sprig of fresh dill.
