  1. Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking dish.
  2. In a microwave-safe bowl, melt the butter. Stir in the sugar, cocoa powder, and vanilla extract until well combined.
  3. Beat in the eggs, one at a time, until fully incorporated.
  4. In a separate bowl, whisk together the flour, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
  5. Pour the batter into the prepared baking dish and smooth the top. Bake for 20-25 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.
  6. Remove the baking dish from the oven and immediately place the marshmallows on top of the brownie layer. Return to the oven for an additional 3-5 minutes, or until the marshmallows are puffed and lightly golden.
  7. Remove from the oven and sprinkle the chocolate chips over the marshmallows. Allow the bars to cool completely in the baking dish.
  8. Once cooled, cut into bars and serve.
