  1. In a large pot, melt the butter over medium heat. Add the onion and garlic, and cook until softened.
  2. Add the flour and stir well to coat the onion and garlic.
  3. Gradually pour in the vegetable broth while stirring constantly.
  4. Add the broccoli florets and bring the mixture to a boil. Reduce heat and simmer for about 15 minutes, or until the broccoli is tender.
  5. Use an immersion blender or transfer the soup to a blender to puree until smooth.
  6. Return the soup to the pot and stir in the milk and cheddar cheese until the cheese is melted and the soup is heated through.
  7. Season with salt and black pepper to taste.
